Беспроигрышная лотерея получается, сначала организуют протесты/беспорядки. В случае успеха, ставят своих людей и грабят. В случае подавления беспорядков, вводят санкции, удушают экономику и провоцируют дальнейшие беспорядки и смену правящих элит.
